The media time offset applies only to tracks with a "multi-medium", ie. audio or video tracks. The variable identifies how many seconds the playback of the file is ahead (positive value) of the project flow, or how many seconds it is behind (negative seconds) the current project time.
As the default for this variable is always 0 (zero), time for all media clips seems to flow in a linear fashion, the video frame shown (audio sample heard) is not from a "different time".
Lets say that i have a one minute video clip, where the first and last 20 seconds are cool, but the middle 20 seconds are boring, and i want to forward through those 20 seconds a time span of lets say 5 seconds, which would bring the video down to a duration of 45 seconds. I would do the following.
Using the time slider, i'd go to "20" seconds and set the "media time offset" to 0, the default value. this indicates that at this point in time the video frame should come from 20+0 seconds into the video clip.
I then move the time slider to a position of 25 seconds and set the "media time offset" to 15, indicating that the video frame at this point in the project should be the medias frame from position 25 + 15 seconds.
I might try to set the tweening for this variable to "quadratic". the video (and audio) then should start accelerating after 20 seconds and slow down after so that after 25 seconds (overall) it shows what otherwise would have been seen after 40 seconds into the clip....
Another example: Lets say i have a 60 second clip that i wanted to play reverse and a little slower.
First i'd extend the length of the track to 70 seconds using the start/end/duration control on the track properties tab.
At the beginning of the clip i'd set the media offset time to 60 (seconds), since this would represent approximately the last frame of the video/audio.
At the end of the clip i'd set the media offset time to -70 since this would represent approx the first frame( (60 + 10) - 70 = 0).
Now i have a 60 second clip playing backwards over a period of 70 seconds.
